We're serious about access to and protection of information. We want you to be able to access the information you need and be confident that your information is in safe hands. We regularly publish a range of information that you can access to review our activities and expenditure.
Public sector spend information
Ensuring best value for money and the strongest return on investment is a top priority. We fully disclose all our spend over £25,000 and provide an annual breakdown of our expenditure on marketing and PR, overseas travel, hospitality and entertainment and external consultancy.

Covid-19: Additional grant funding
In April 2020, the Scottish Government made available additional grant funding for vulnerable Scottish SMEs which are vital to local, regional and national economies and for tourism, hospitality and creative industry businesses experiencing hardship as a result of Covid-19.
Scotland’s enterprise agencies worked at pace with VisitScotland and Creative Scotland to design and deliver this funding via two short-term funds:
- A £30 million Creative, Tourism & Hospitality Enterprises Hardship Fund for small creative, tourism and hospitality companies not in receipt of other Covid-19 business grants. The fund was designed to support companies in tourism, creative industries and hospitality experiencing immediate hardship, due to ineligibility for other Covid-19 Government grant support. The focus was to help companies who could demonstrate a negative cashflow position over three months and those furloughing staff were eligible to apply.
- A £120 million Pivotal Enterprise Resilience Fund for viable but vulnerable SME firms which are vital to Scotland’s economy. The fund was designed to support companies with working capital to help them continue trading or to come out of hibernation and the focus was on firms that are vital to local, regional or national economic prosperity and those who could help to kick start the recovery.

Covid-19: £38 million Early Stage Response Programme
In July 2020 the Scottish Government announced a £38 million funding programme for innovative early stage businesses whose routes to investment and growth have been hit by coronavirus.
The programme includes three levels of support to meet the needs of the most promising businesses at different stages of early growth: a pre-seed grant for high-growth start-ups and spin-outs delivered by Scottish Enterprise (SE) with support from eco system partners, to which £3 million has been allocated; the Early Stage Growth Challenge Fund, to which almost £25 million has been allocated; and SIB’s existing co-investment funds, which will receive an additional £10 million as part of the programme.
The Early Stage Growth Challenge Fund and pre seed grant funding have now been committed to innovative, early-stage businesses in Scotland, and the list of companies receiving this support can be viewed by clicking on the links below.

Covid-19: The Scottish Wedding Industry Fund
The Scottish Wedding Industry Fund disbursed £26,095,250 of emergency grant aid to 2,811 legal business entities, affected by the loss of Wedding event business due to Covid 19 restrictions.
The Fund was open from 28 January to 25 February 2021 to eligible businesses whose main income comes from the wedding sector, offering grants of between £5,000 and £25,000 depending on turnover. It was managed by a partnership of South of Scotland Enterprise, Scottish Enterprise and Highlands and Islands Enterprise.
Businesses that received funding from the Scottish Wedding Industry Fund were subsequently eligible for two additional payments during (1) July 2021 and (2) January 2022 to help mitigate the impact of ongoing operating restrictions on the wedding industry. The original Fund eligibility criteria and terms and conditions applied to these payments.

Covid-19: Hotel Support Programme
This programme focused on safeguarding jobs within larger hotels. It offered tailored business support and potential funding of up to £250,000 per hotel property. Support was offered by agencies including Scottish Enterprise, Highlands and Islands Enterprise, South of Scotland Enterprise and VisitScotland.

Covid-19: Ski Centre Support Fund
This provided support for ski centres (mountain resorts and/or artificial slopes) of regional and or local economic importance, experiencing financial hardship that put the ongoing viability of the centre at risk.
Freedom of Information (FOI)
As a Scottish public body, Scottish Enterprise (SE) complies with the Freedom of Information (Scotland) Act 2002.
This Act provides a right of access to information held by public bodies and requires Scottish public authorities to produce and maintain a publication scheme. Authorities are under a legal obligation to:
- publish the classes of information that they make routinely available
- tell the public how to access the information and what it might cost
We've adopted the Model Publication Scheme produced by the Scottish Information Commissioner. In adopting the Single Model Scheme, we've produced a Guide to Information (Word, 204kB) which:
- Allows you to see what information is available (and what is not available) in relation to each class
- States what charges may be applied
- Explains how to find the information
- Provides contact details for enquiries and to get help with accessing the information
- Explains how to request information that has not been published
How to make a FOI request
You have the right to access all types of recorded information and, apart from certain specific exceptions, authorities and their staff must comply with these requests.

Your request will be dealt with promptly and usually within 20 working days. There is no need to cite the Act or explain why information is being asked for. However, giving as much detail as you can may help us respond more fully to your request.
Please note there is no obligation for Scottish Enterprise to comply with an information request if:
- An exemption applies
- If the cost of doing so would exceed the amount set by the fees regulations
- If the information is not held by us
For example, an exemption may be applied if releasing information would cause a breach of confidence to a third party; if it divulged personal information; or if the information was commercially sensitive.

Request for review
If you consider that your request has not been handled appropriately, you have the right under the Freedom of Information (Scotland) Act 2002 to request a review.
Your request for review must be submitted within 40 working days of receiving the initial response and include your name and a contact address or email address for correspondence. It should identify your original request and the reason why you are dissatisfied with the response received. Scottish Enterprise will respond to requests for review within 20 working days of receipt.

CCUS - economic impacts report
Along with the Scottish Government, we commissioned Element Energy and Vivid Economics to create a road map projecting the economic impacts of Carbon Capture, Utilisation and Storage (CCUS) in Scotland.

Hydrogen economy - reports and studies
Scottish Enterprise, together with OREC and NZTC, has commissioned a report about hydrogen production opportunities in Scotland in 2021.

Subsidy Schemes
Most of the assistance given to businesses by Scottish Enterprise is subsidy. Our Subsidy schemes provide the basis for assistance offered by Scottish Enterprise through a range of products and services.
We have updated our schemes to reflect the change to the legal position following the expiry of the Brexit transition period on 31 December 2020. Assistance is discretionary, based on the merits of the proposed project, and an assessment of need which is subject to rigorous due diligence appraisal.

Information classification policy is used to ensure that information assets receive an appropriate level of protection.
Owned investment property assets
The Community Empowerment (Scotland) Act 2015 introduces a right for community bodies to make requests to Scottish Enterprise for any land or buildings they feel they could make better use of.
Community bodies can request ownership, lease or other rights, as they wish. The Act requires us to assess requests transparently against a specified list of criteria, and to agree the request unless there are reasonable grounds for refusal.
